President Obama included over $8 billion for high-speed passenger rail in the 2009 stimulus bill, more than had ever been invested in passenger rail in the United States, ever.  The Midwest received the largest regional allocation, $2.5 billion.  In the years that followed, it was essential for states to provide matching funds and for the federal government to continue investing in passenger rail infrastructure. This document was created to communicate the progress made as a result of stimulus funding and to persuade decisionmakers to continue investments.
